Tier 1: Advisory mode

In advisory mode, the agent recommends actions to humans. This is often the right starting posture for regulated and high-stakes environments.

• Human decisions remain mandatory.
• Confidence and rationale are surfaced explicitly.
• Learning loops can be validated safely.

Tier 2: Guarded execution

Guarded execution allows autonomous actions inside strict boundaries. Out-of-bound actions escalate to humans.

• Role and permission constraints are explicit.
• Action logs are immutable and reviewable.
• Fallback routes are tested, not assumed.

Tier 3: Full autonomy

Full autonomy should be earned through evidence. Speed gains are meaningful, but so is downside velocity if governance is weak.

• Use only when control maturity is proven.
• Continuously monitor for drift and rogue behavior.
• Keep executive accountability for decision outcomes.

Decide autonomy tier by risk appetite and control maturity, not by tooling capability. Governance is a strategy decision before it is a technical one.
